Section Officer (Admn)
The Section Officer (Admn) is responsible for examining and processing internal establishment matters, including postings and transfers within the department, as well as administrative issues. It implements and coordinates directives from the President, Prime Minister, Chief Minister, or Governor, and arranges meetings for the administrative secretary with other department secretaries to discuss relevant matters. It also coordinates and responds to audit para/audit notes in PAC/DAC meetings and scrutinizes current budgets of the Auqaf, Hajj, Religious & Minority Affairs Department and attached departments, conducting internal audits. It maintains PERs (Performance Evaluation Reports) of officers from the department and attached departments, sending them to the Section Officer (Secret), Establishment Department after Secretary approval. Lastly, it oversees the department's logistics, including the maintenance and repair of official vehicles, equipment, machinery, furniture, and fixtures.
HR&MA Section
HR&MA Section is typically responsible for managing various aspects related to religious affairs, including the organization and facilitation of Hajj pilgrimages, matters related to Religious Affairs as well as addressing issues/matters related to Minorities. Here are some of the key responsibilities that this HR&MA Section handle:
- Holding of Husn-e-Qirat competition.
- Celebration of Seerat-un-Nabi (S.A.W) conference.
- Convening of Ulemas and Mashaikh Conference.
- Meeting of Ruet-e-Hilal Committee.
- Reception of scholars, religious prominent figures of different Islamic countries and conduct of their tours in the Province.
- Hajj arrangements.
- Safeguarding distortion of Holy Quran.
- Collaborating with religious leaders and communities to address religious concerns and promote interfaith harmony.
- Addressing the needs and concerns of religious minorities.
- Implementing policies and programs to support the rights and welfare of religious minorities.
- Ensuring that minority communities have access to necessary religious and social services.
- Developing policies related to religious and minority affairs in consultation with relevant stakeholders.
- Providing information and resources to the public about religious practices, rights, and services.
- Educating communities about the importance of religious tolerance and minority rights
Planning Cell / Dev Section
To strengthen the planning capacity of the Department at the Secretariat level, the Planning Cell was established in 2017 as a result of the re-organization of the Auqaf Department to address the emerging situation at that time. The main purpose of its creation was to cope with the increasing volume of work related to the formulation, implementation, and evaluation of developmental schemes, as reflected in the Annual Development Programs from time to time.
Functionality:
- Preparation of Annual Development Programme.
- Preparation of PC I, PC II, PC III, PC IV, PC V, Proformas for projects/schemes.
- Repairs, rehabilitation and maintenance of Masajid, Darul Ulooms and Deeni Madaris.
- Inspection, monitoring and progress review of the ADP Schemes.
Auqaf Section
- To coordinate all the religious matters pertaining to Auqaf notified Masajid, Madaris & Graveyards being run under the administrative control of Auqaf, Hajj, Religious & Minority Affairs Department in addition to the financial matters regarding such Masajid, Madaris and Graveyards in collaboration with the office of Administrator Auqaf.
- Control and repair, etc of all Historical Mosques and Shrines taken over by the Auqaf Department.
- To Coordinate with Administrator Auqaf on the matters related to Chief Khateeb, District Khateebs and Tehsil Khateebs.
- To administer all the matters related to Waqf Properties under the provision of the Khyber Pakhtunkhwa Waqf Properties Ordinance, 1979 and Waqf Properties (Administration) Rules, 1960.
- To coordinate with the Office of Administrator Auqaf in all kind of litigation cases and processing of such cases in light of court judgments.
- To administer the distribution of Grant-in-Aids (Auqaf, Religious Affairs and Hajj) in accordance with the allocated budget.
- To process the directives issued by the Chief Minister, Khyber Pakhtunkhwa and Minister Auqaf regarding the allocation of funds out of “Grant-in-Aid to Deeni Madaris/Darul Uloom in Khyber Pakhtunkhwa” as per criteria i.e 30% by the Chief Minister and 70% by the Minister for Auqaf.
- Disbursement of Honoraria/financial assistance to Aima of Jamia Masajid in Khyber Pakhtunkhwa.
- To deal all matters pertaining to employees (both Office Establishment and Masajid Establishment) of the office of Administrator Auqaf under the provision of West Pakistan Auqaf Service Rules, 1962 and other relevant law/rules.
- To coordinate with Assistant Commissioners of District Administration declared as Ex-Officio Deputy Administrators regarding Auqaf matters.
